Mostly, yes. I'm a Base44 Partner and it's the platform I know deepest. If your project genuinely needs a different stack, I'll say so up front rather than take the work and figure it out later.
Not much. The problem, who it's for and anything you've already got (a doc, a sketch, a half-built app). You don't need a spec. Working out the spec is part of the job.
